David Simpkins’s Expertise • Led accountability, administration, logistics management, training, and Composite Risk Management of the organization’s 360 employees and managed the storage, distribution, and maintenance of $5 million worth of equipment and reversed equipment losses • Discovered multiple security breaches with regard to equipment and intelligence information. Resolved issues by swiftly supervising an overhaul of management and accountability processes as well as management personnel which resulted in double-digit efficiency improvements • Redesigned, coordinated, and executed training for crypto-linguists to be proficient in basic warrior tasks and drills while enhancing their ability to utilize their foreign language skills under pressure by creating a training scenario which required them to act as interpreters • Planned and coordinated logistics efforts of the DLIFLC Army Birthday Ball, specifically entrusted with the procurement of souvenirs, awards, party favors and transportation for over 2,000 guests. Saved the Battalion over 30% on above tasks when compared to previous year’s budget. • Reversed an ineffective 19 employee team which halted the ability of 600 employees to perform their jobs without prior training for the role • Led accountability with zero losses of $24 million of equipment including three radars and 13 vehicles resulting in 100% in training readiness • Identified key deficiencies which halted training operations within days, and directed a Regiment wide communications system overhaul to properly integrate assets into the digital communications systems and decisively ceased formerly routine operational and training delays. • Led and trained 39-employee team for combat operations in Operation Enduring Freedom and spear-headed the testing of new artillery tactics • Reorganized management of the inventory and maintenance of organization’s equipment valued in excess of $3,000,000, including 7 vehicles and 3 cannons resulting in zero losses and new accountability and maintenance procedures which reduced maintenance completion time by 25% • Flawlessly executed training missions and firing over 1,000 artillery rounds without error, demonstrating superb attention to detail • Recognized by the Battalion Commander (Lieutenant Colonel) as the only officer he observed in his career to utilize Field Artillery assets in combat and training without accruing at least one investigation for miscalculation, miscommunication, or oversight • Commended on the record for initiative to refine Command Supply Discipline throughout the higher company organization in charge of 96 employees. The new plan cut disposable equipment losses by 50% resulting in effective mission accomplishment under significant budget cuts. • Coordinated intelligence, surveillance, aircraft and reconnaissance aircraft, as well as indirect fire assets, to successfully synchronize transition from combat operations to training and initiate training for linear warfare (in contrast to counter-terrorism) operations in almost a decade • Hand selected by battalion commander to write, coordinate, and execute Air Assault (helicopter capability) operations for the artillery resulting in the organization becoming the first Air Assault capable Artillery unit in Europe • Hand selected by Regimental Commander as the primary writer and editor of all orders from the Battalion Commander (Lieutenant Colonel) to the subordinate leaders for attention to detail with regard to clarity of training orders, communication, and grammar. • Led accountability of 7 employee team and equipment valued in excess of $500,000 to calculate complex targeting data to direct thousands of artillery rounds without one mistake • Fired more artillery rounds than all seven of my peers of the same position in adjacent organizations combined (over 3000 on the record) • Served as Howitzer Platoon Leader (position above assigned position) for one third of deployment time in addition to assigned position • Hand selected by Battalion Commander to serve as the Executive Officer (second in command of higher organization) after resignation of the Commander. While directing combat operations and executing the duties of three officers, elicited a 100% accountability report of equipment valued in excess of $15 million between three American bases and an Afghani Police Station in under 36 hours. Coordinated a team of nine direct reports to correct record keeping deficiencies which occurred due to high tempo of operations in the stated time frame. • After completion of Infantry training at Fort Benning, Georgia, transferred to 101st Airborne at Fort Campbell, KY and earned designation as platoon’s marksman during first three weeks on the job. • Transferred to Fort Monmouth to attend the United States Military Academy Preparatory School and graduated in 2005.
