The Kentucky General Assembly created the Citizen Foster Care Review Board in 1982 in response to federal legislation aimed at decreasing the amount of time children linger in foster care. Board member volunteers are appointed for 3-year terms by their Family Court judge to review the cases of children placed in the custody of the Cabinet for Health and Family Services due to dependency, neglect, or abuse.
Volunteers regularly review each child’s case (at least annually, ideally semi-annually), by interviewing Cabinet staff, birth parents, foster parents and other interested parties, with a particular focus on ensuring the child or sibling group are receiving adequate services, that the out-of-home placement is appropriate, and that timely progress is made towards reunification with birth parents or finding permanency (e.g., adoption). Based on information obtained from the reviews, the Board makes impartial recommendations to the Family Court judge.
