Larry Cuppy’s Expertise I have recently been approved and added to the register as a Foreign Service Specialist Financial Management Officer with the U.S. Department of State. I have served my country as a civil servant since 1988 with Commerce, Agriculture, and most recently State. I started with financial system development as a subject matter expert on Reimbursable Agreements with the Census bureau piloting an in house financial system while collaborating with other Commerce SMEs and developers. I took a promotion with the Agriculture Research Service as a Systems Accountant and served as the conversion lead for this agency and three others to a new core financial system. This experience led me to Charleston, SC and State with the same title where I supported overseas missions (including on-site training and support of American and Locally Engaged staff) in the conversion to a new core financial system. I was promoted to management with Locally Engaged Payroll and have since managed both divisions of Overseas Accounting. My experience with the overseas missions has led me to this next step in my career of becoming a Financial Management Officer.
