Manuel Cardoso’s Expertise Led the Learning Outcomes team since August 2012; responsible for projects related to assessment of learning outcomes in populations ranging from early grade students to adults. Literacy Assessment and Monitoring Programme (LAMP) since 2007. Conducted capacity-building workshops on learning assessment and household survey methodology (in English, French or Spanish) in Afghanistan, El Salvador, Jamaica, Jordan, Lao PDR, Morocco, Namibia, Niger, Nigeria, Paraguay, Viet Nam, and the West Bank, also conducting field observations of household surveys in both urban and rural areas in six of these countries. Led UIS's first ever data release on TVET in 2006, and on educational attainment in 2007. Co-wrote several publications. Presented on UIS's behalf in international conferences. Represented UIS in inter-agency meetings.Taught a senior-year, limited-enrolment elective class on applied quantitative analysis for political science.Processed and analyzed Uruguay's first-ever large-scale assessment in 1996 (a census of 6th-graders that tested their reading and mathematics achievement and collected contextual information from students, families, teachers, and principals), producing thousands of tailored confidential reports (using a combination of SPSS and Fox) that six weeks after data collection reached every principal (school report) and 6th grade teacher (classroom report) in the country. Processed and analyzed sample-based assessments in Kindergarten, grades 1,2,3, and 6. Produced sampling error estimates for complex samples by using resampling techniques. Produced ability estimates by using Item Response Theory (in Bilog). Linked the 6th-grade assessments (the census from 1996, and the sample from 1999); analyzed trends over time, leading to a publication (see below). Processed the entry exam into teacher training, which posed a completely different set of challenges, given its high-stakes nature. National Data Manager in the country's first entry in an international assessment, namely PISA's 2002 field trial. Co-wrote several publications, including in-depth analyses that predicted learning outcomes based on student, household, classroom and school characteristics; and multi-level analysis of full-time schools (as compared to other schools) that looked at trends in their results over time, based on his own linking of two 6th grade assessments (see list of publications below).Lectured in the fields of sociology and research methodology at the schools of education, social sciences, communication, psychology, business, and nursing, teaching mostly undergraduates (from freshman to senior), in addition to two Master's programs in the schools of education and psychology. Conducted large-scale household-based research on Uruguay's poverty and social exclusion, focusing on children, at IPES.Coordinated market research projects for leading international firms in such fields as computers and photography, as well as for national professional associations, healthcare providers, and non-for-profit organizations. For those purposes, he designed -and supervised the implementation of- studies involving a combination of methods, both quantitative (personal and phone surveys) and qualitative (focus groups and in-depth interviews).
