Andrew Stevenson’s Expertise A Chartered Town Planner with over 25 years experience both in local government and in planning and environmental consultancy. Andrew is part of the senior management of the RPS National Planning & Infrastructure team and leads the team in the Leeds office. He also sits on RPS' Net Zero Carbon, Hydrogen, Waste, and Ports Sector Interest Groups. He provides strategic planning advice to a portfolio of major clients across the UK with the benefit of his wide ranging expertise focusing on the delivery of major energy, waste and port infrastructure projects including DCO/NSIPs. He is currently Planning Lead on a number of projects at the forefront of solutions to the climate emergency including CCUS, Hydrogen production, and Sustainable Aviation Fuel, and the first True Net Zero Carbon dwelling in the UK. In particular he has expertise in securing consent for renewable energy projects including Onshore and Offshore Wind (including the onshore cable routes and converter stations), hydrogen, Energy from Waste with Carbon Capture Utilisation and Storage, energy storage, and solar. He has developed specialist understanding of policy and case law relating to climate change, heritage planning, green belt, and AONB; marine licensing and policy; and the EIA and Habitat Regulations. His career highlights include being: • Planning Lead on the RPS team which secured consent for the 500ktpa and 49.9MW Darwen Energy Recovery Centre for Suez within 16 weeks; • Planning Lead or making contributions to a number of DCO applications including Hornsea Projects One, Two and Three - the worlds largest offshore wind farm project, and Kemsley Power Upgrade - supplying power to the UK’s largest paper mill and electricity to the grid; • Expert planning witness for the council at the major public inquiry relating to the redevelopment of Bramshill House, the former National Police Training Centre, and Grade I Listed Building set within a Grade I Registered Park and Garden, and a SPA. The appeal was dismissed; • Expert planning witness for the developer at the highly contentious Calder Valley Skip Hire public inquiry for an incinerator in the Green Belt and with contentious Air Quality considerations including alleged impacts on a nearby AQMA. The appeal was allowed. He has also secured numerous planning permissions and other consents for numerous other EfW schemes including Redcar Energy Centre, and Sinfin Lane MBT and Gasification project in Derby.
