Itamara Lochard’s Expertise Professor Itamara Lochard, PhD is a certified mediator and Director of Cyber Policy Studies at George Mason University. In 2012, she created the 1st civilian, interdisciplinary academic program addressing the interface of technology with peace, conflict and communications as the Founding Director of an Initiative in the Office of the President at Middlebury Institute for International Studies. She exported this vision in 2014 to DoD���s US National Defense University’s INSS. She accepted a joint appointment at GMU in 2016 to develop this at C4I, CARE and since January 2022 in the CEC Dean’s Office. In 2008, Itamara created the 1st Terrorists’ Use of Cyber Course for NATO at COE-DAT which continues to this day. She also advised US combatant commander/NATO SACEUR, co-creating the 1st EUCOM-funded computer network operation, mil-mil familiarization exercises, executed in Estonia and the Republic of Georgia. She then developed/commanded the 1st US civilian cyber unit at the rank of COL (MDDF). Academically, Itamara was a Sr Researcher at the Intl Security Studies Program at the Fletcher School of Law & Diplomacy for over 15 years teaching graduate seminars and serving on several academic committees. For several years she was also a contributing editor for Princeton Univ's Journal of Public & Intl Affairs; trained pre-ISAF deployment soldiers at NRDC-T; created an Advanced Irregular War module for US Special Forces at JSOU; and provided exec-ed to senior pol/mil officers from Armenia, the Balkans, Estonia, Pakistan, Saudi Arabia, MENA and UAE. She still develops and teaches SES exec-ed courses on cognitive warfare at NDU. Since 1988 Itamara has examined sub-state groups’ parastate functions, tracking them with aggregated governance and influence metrics. In 2004, she copyrighted a model of their organizational structures, TTPs and use of ICT/StratCom, and has worked closely with NATO CoEs in Turkey, Latvia, Romania, Estonia, and NRDC-Italy on these topics. Her research has been supported by multiple grants to include the US Office of Naval Research, US Office of the Secretary of Defense, and NATO sub-divisions. She presents on various aspects of irregular war and StratCom at numerous govt, NATO and UN fora. Itamara holds a BS in Foreign Service from Georgetown; three MAs and PhD from Stanford and the Fletcher School, with honors. She received a Presidential Award for Leadership and Public Service at Tufts, Order of Thor from the Military Cyber Professional Assoc at NPS and Medal of Honor for Special Services from Estonia's Cyber Defense League in 2011.
