Joe Mcmonigle’s Expertise Joseph McMonigle is the 5th Secretary General of the International Energy Forum based in Riyadh, Saudi Arabia. The IEF is the largest international organization of energy ministers in world consisting of both producing and consuming countries. He is the first US citizen elected to the post, and his term began July 1, 2020 for four years. He is on leave of absence from The Abraham Group LLC, an international strategic consulting firm he cofounded that based in Washington, D.C. Mr. McMonigle was previously a senior energy policy analyst at Hedgeye Risk Management providing research & analysis to institutional investors regarding the impact of policy & geopolitics on energy markets, industries and companies. Mr. McMonigle is founding shareholder in Aguadulce Energy Terminal (AET), the developer of an energy infrastructure hub on the Pacific Coast of Colombia that will include an LNG regas import facility, gas-fired power plant and liquid fuels storage terminal. Mr. McMonigle was also formerly a senior advisor at Blank Rome Government Relations LLC. Previously Mr. McMonigle served as Chief of Staff at the U.S. Department of Energy and the U.S. Representative and Vice Chairman of the Paris-based International Energy Agency, an international organization of oil consuming countries, whose core mission is to work for stable energy markets and respond with joint measures to meet oil supply emergencies. He also served as the US co-chair of the U.S.-China Energy Cooperation Working Group and led DOE’s bilateral activities and engagement with China, and headed the U.S. Delegation at the 2004 U.S.-China Oil and Gas Summit in Shanghai. Before joining the Bush Administration, Mr. McMonigle was a top staffer to a U.S. Senator. He is also an attorney and member of the Energy Bar Association and the Pennsylvania and District of Columbia Bars. He is also a licensed private pilot with instrument rating.
