Keith Bates’s Expertise I am currently the Head of the Investigation Service Dudley Metropolitan Borough Council providing a strategic and operational lead for a new statutory investigation service as a consequence of changes to local government. Working across a number of service areas; including parental responsibility measures, safeguarding children and young people, investigating child trafficking allegations. Auditing and investigating allegations of fraudulent activity and staff compliance a member of the corporate fraud group. Managing services through profound change in budgets to local authorities and new government agendas, and I have operated in a senior management role for several years in a high performing authority. Implimenting the Ministry of Justice “Achieving best evidence in criminal proceedings” and Enhanced Cognitive Interview techniques. I have managed and operated investigations within the parameters of Police and Criminal Evidence Act 1984 and the Criminal Proceedings and Investigations Act 2006 and various legislative and regulatory responsibilities for my subject areas. I have represented the authority as the lead prosecutor in two local authority areas and have courtroom experience. I am responsible for the development of policy, guidance, procedures, codes of conduct, information security, data protection, Governance, Risk Management and Compliance, Training, Performance, reducing the risk of reputational and regulatory risk around sensitive data exposure to protect the integrity and confidentiality of key data and legal intervention procedures within the service and wider authority. I also lead on complex investigations in relation to adults and children working closely with the Police and colleagues within Education and Social Services building upon a multi agency approach to partnership working, compliance of professionals working within the education sector. During my time in the Army I operated across various parts of the world both in peacetime and time of high conflict in within a military and civilian environment liaising with various police and security agencies, for example I operated for three years in Northern Ireland and was the lead for the Army in some of the highest profile terrorist cases at the Crown Court including the super-grass trials. Tracing and travelling to interview witness who had left the Army on historic incidents and dispersed around the globe, e.g. serving as police officers in the then Rhodesia Police, South Africa, Australia, and USA etc. Liaison with the Crown Prosecutors Office and legal counsel QC and Senior Judges on high profile cases for the planning of appearance of witnesses, arranging their travel, accommodation, security briefings, protection and departure whilst returning to the province. During this time I provided regular briefings to cabinet via the GoC and the security services. I have undertaken and led on a number of covert operations of a police and security nature, served on attachments with the Special Investigations Branch dealing with more serious cases and CP. Whilst serving in Berlin served on attachment to partner intelligence services gathering information on individuals and movement of personnel and equipment, at the time Berlin was still annexed to the Soviet block.
