With a strong engineering background from the Coast Guard Academy and a masters degree in chemical engineering from Princeton University, he has maintained a particular focus on hazardous materials marine transportation – oils, chemicals, and liquefied gases, especially LNG as cargo and fuel. Rear Admiral Cook also has significant experience in major contingency responses, including serving as the National Incident Commander’s representative to BP Headquarters (during the Deepwater Horizon oil spill). He has had the opportunity to work closely with DoD in several tours, and has gained significant strategic and leadership perspectives as a graduate of the US Army War College and as the Coast Guard Fellow to Chief of Naval Operations Strategic Studies Group.
