Reviews and resolves complaint cases and assists workers in resolving difficult or complex cases. Monitors and evaluates the provision of client services in the work area. Serves as a resource person to the staff and the public regarding community referral services and financial assistance programs. Directs workers in the review and evaluation of client circumstances and documentation to determine the type and amount of assistance for which the applicant or client is eligible and determines if client’s financial needs can be met by alternative means when department assistance is not available. Provides assistance to staff in developing effective caseload management techniques to maintain timely service to clients. Maintains liaison with public and private agencies providing services to clients. Assures coordination of assistance payments services and referral with service program staff.Interviews applicants and recipients to assess employment potential and determine any barriers to self-sufficiency. Develops plans and determines resources to address applicants’ and recipients’ problems in housing, transportation, child care, training, counseling, and other areas that are barriers to employment. Determines the appropriate methods and courses of action to implement service, treatment, and learning plans. Provides direct counseling services to applicants and recipients. Serves as liaison between the department and community groups in developing services programs, interpreting rules and regulations, and coordinating programs and services. Writes and maintains social case histories, case summaries, case records and related reports, and prepares correspondence. Processes child care allowance and low income day care payments. Interviews applicants and recipients to obtain information necessary to make eligibility determinations; conducts initial intake interviews, and/or periodic case review interviews. Explains responsibilities to applicants and recipients for the development of a Family Independence contract that will result in self-sufficiency. Explains social contract obligation to applicants and recipients and attempts to gain the participation of individuals who have not previously participated in the program. Provides applicants and recipients with information on what actions will be taken if they do not participate in the employment and training program. Determines eligibility for temporary financial assistance and develops plans to assist applicants and recipients in their efforts to become self-sufficient. Computes applicants’ and recipients’ budgets for assistance in the areas of financial, medical, day care, and state emergency relief using manual and automated systems. Assists applicants and recipients in completion of application forms and explains programs and requirements. Writes social summaries for medical assistance cases.Interviews clients to obtain information necessary to make eligibility determinations; conducts initial intake interviews and/or annual case review interviews. Reviews and evaluates clients' circumstances and documentation to determine the type and amount of assistance for which the applicant or client is eligible. Maintains an ongoing caseload by processing case changes, adding and deleting dependents, making food stamp changes, issuing vendor status notices, replacing lost warrants, Medical Assistance cards, etc., keeping case history files current, and responding to client inquiries and complaints. Uses the automated systems to compute client budgets for shelter, personal needs, utilities, and special needs; and provides budget breakdowns and explanations to clients. Codes client records and inputs data using computer terminals with responsibility for the accuracy of information entered. Monitors case status by reviewing eligibility and income reports. Conducts correspondence needed to maintain cases, and maintains accurate case records. Assists clients in completion of application forms and explains programs and requirements; refers clients to other agencies or service programs as appropriate. Conducts annual re-determinations to review the status of each case and make necessary changes. Contacts landlords, nursing homes, physicians, court officials, and others to verify information regarding income, assets, obligations, etc., needed to make eligibility decisions. Authorizes immediate assistance on an emergency basis when warranted to obtain shelter, transportation, medical care, or utility service for needy clients. Explains procedures and actions taken, responding to clients' requests for information or desire to appeal decisions or denials, and meets with clients at case closure to review reasons for ineligibility. Writes social summaries for Medical Assistance cases.Assists in training less experienced employees.
