Prior to joining L&M, he worked at the American Institutes for Research (AIR), serving as one of fifteen project leads on the CMS Center for Consumer Information and Insurance Oversight (CCIIO) Marketplace Operations Support contract, where he executed Qualified Health Plan (QHP) Certification reviews, developed policy options for future implementation into the Exchange, and coordinated stakeholder engagement efforts with internal and external stakeholders. Prior to AIR, he worked at AcademyHealth, where he provided qualitative research, policy analysis, and project management support to an extensive portfolio of Medicaid-specific projects, which utilized multi-state Medicaid claims data to examine issues of importance to the Medicaid program while measuring the impact of state Medicaid policies on outcomes.
