Logan Sheets’s Expertise Logan Sheets is a research associate at L&M Policy Research with over 5 years of Medicare, Medicaid, Marketplace, and broader human services policy analysis and qualitative research experience supporting work ranging from large federal contracts to small grant-funded projects. He currently supports several projects for the Centers for Medicare & Medicaid Services (CMS) and other clients through conducting qualitative research activities such as literature reviews, environmental scans, and stakeholder interviews. Specifically, Mr. Sheets leads several tasks on a CMS Office of Minority Health analytic and support contract to advance health equity priorities by supporting tailored outreach and engagement efforts, technical assistance, and qualitative research activities for OMH. He also supports the evaluations of the Center for Medicare & Medicaid Innovation (CMMI) ACO Realizing Equity, Access, and Community Health (REACH) Model as well as the U.S. Department of Housing and Urban Development (HUD) Integrated Wellness in Supportive Housing (IWISH) Model; for both projects, he assists with primary data collection activities and data analysis, and prepares briefing materials and summative reports. Additionally, he supports a multi-phase study focused on examining policy barriers and solutions to streamlining and automating enrollment processes for older adults in key public benefit programs through conducting literature reviews, environmental scans, and in-depth stakeholder interviews. Prior to joining L&M, he worked at the American Institutes for Research (AIR), serving as one of fifteen project leads on the CMS Center for Consumer Information and Insurance Oversight (CCIIO) Marketplace Operations Support contract, where he executed Qualified Health Plan (QHP) Certification reviews, developed policy options for future implementation into the Exchange, and coordinated stakeholder engagement efforts with internal and external stakeholders. Prior to AIR, he worked at AcademyHealth, where he provided qualitative research, policy analysis, and project management support to an extensive portfolio of Medicaid-specific projects, which utilized multi-state Medicaid claims data to examine issues of importance to the Medicaid program while measuring the impact of state Medicaid policies on outcomes. Mr. Sheets holds a B.S. in health sciences, specializing in health policy, from The Ohio State University.
