He has also been mandated by the French Health Care authorities as contributor to the eEHIC CEN Workshop Agreement 15974-2009 . Noël has been actively contributing in Open Systems standardization at National and European level (AFNOR, CEN/CENELEC, EUROPEN/AFUU, e-EUROPE, EUROSMART). From 2013 to 2018 Noël was co-founder and Deputy President for Interact4C an international association settled in Brussels, Belgium, dedicated to consultancy services for government and non-profit organizations in the field of smart and secure e-health and e-gov applications. He has also been Informatics teacher in one of the well known engineering school in France (Ecole Nationale des Ponts et Chaussées, Paris).
