Stephanie Cwik’s Expertise One of three full-time federal staff to work directly with the City of Gary for the two-year White House Initiative to build capacity at local governments and better leverage existing federal resources. The team was able to work with HUD, DOT, EPA, SBA, DOL and DOJ to leverage over $6M in federal funds in year one, with significant projects in Transit Oriented Development, blight elimination, green infrastructure and brownfield redevelopment, among others.Superfund Division, Brownfields and NPL Reuse Section – Community and Land Revitalization Program Project Manager of the Partnership for Sustainable Communities National Brownfields Pilot Project for the Smart Growth District in Indianapolis, Indiana, and other Partnership grant projects throughout the Region. Member of the EPA Region 5 Green Building and Sustainable Development team, which develops policy and guidance on a range of issues relevant to Brownfields communities, such as urban agriculture and green infrastructure. Coordinated a quantification study on site stormwater management at a former brownfield—now an open air market—with the City of Chicago, where permeable pavement, bioswales, and monitoring equipment were installed to monitor BMP performance. Conducted technical analysis, created fact sheets for distribution on the brownfield site, and served as a site and stormwater management subject matter expert during the Envisioning Greener Cleanups and Sustainable Reuse charrette at the National Brownfields Conference.Production crew for live local nightly news-magazine, "Arizona Illustrated" and live, biannual membership drives.Superfund Division, Brownfields and NPL Reuse Section – Assisted with management of brownfields grants and performed annual grants proposal reviews and selections. Coordinated specific cross-media projects with regional staff in other divisions as a member of the Region 5 Green Building/Sustainable Development (GB/SD) Network. Participated in the creation of a 2008 GB/SD Business Plan strategic document, a collaborative work planning tool used by the Network to coordinate activities across the region and share project status with Deputy Regional Administrator and other regional managers Managed the Regional Management Pilot with Bay City, Michigan and surrounding communities to develop a site-wide design for a maritime museum and an adjacent mixed-use development on a brownfield site.Superfund Division, Remedial Response Branch – Assisted RPMs, the Five-Year Review Coordinator, Institutional Controls (IC) Coordinator, SWRAU Coordinator, and Deletion Coordinator in various Superfund Remedial Post Construction Program activities and initiatives. Created and distributed a new Regional IC tracking system to ensure that required ICs were implemented at Post Construction NPL sites in order for site closure and land redevelopment. This involved working with the IC Coordinator to prioritize sites and activities involving GIS mapping, legal coordination, and database management.Great Lakes National Program Office – Member of the executive committee for planning and conducting the State of the Lakes Ecosystem Conference (SOLEC), a bi-annual, bi-national conference held to report on the state of the Great Lakes ecosystem. Prepared indicator reports, planned and implemented activities in preparation of SOLEC, and coordinated conference speakers in preparation of their presentations. Sampled water and biota during the summer survey of the Lake Superior onboard the R/V Lake Guardian.Project manager and field hydrogeologist for mining, solid waste, geotechnical, and remediation projects throughout North America and Australia. Responsibilities included mining, site remediation, groundwater monitoring, modeling, well installation and soil drilling, logging, sampling, and screening. Sample validation and evaluation, and report preparation. Project management and staff supervision in support of remedial investigations, environmental assessments, remedial actions and engineering studies.Field hydrogeologist for site remediation projects in Colorado and Wyoming. Responsible for retaining and supervising contractors, and providing drilling oversight of hollow stem auger and direct push technologies. Performed geological logging and soil description, soil screening and sampling, soil boring and well installation and development. Executed aquifer tests and data analysis. Collected soil vapor and groundwater samples from wells up to 90 feet in depth. Planned cross-sections, contaminant iso-concentration maps and piezometric surface maps. Organized and evaluated multiple historical and recent data sets. Prepared monthly, quarterly and annual reports. Kept constant correspondence to concerned members of the community while conducting regulatory research on various NPL and CERCLA sites and regulatory database searches using the Internet.Responsible for performing field experiments for the City of Tucson in order to characterize residual NAPL underneath a gas-refueling facility using gas phase tracers in the vadose zone. Prepared work plans and pre-experiment scheduling. Performed experimental set-ups and maintenance. Accomplished field sampling of soil vapors, data input, analysis and interpretation. Results presented as graduate thesis as well as in Vadose Zone Journal, published by the Soil Science Society of America.Worked with teams and individually on characterizing and remediating contaminated groundwater and presented the results at the end of each term. Constructed piezometric surface maps, hydrographs, 3D contaminant concentration maps and graphs. Completed cross-sections from geologic and geophysical well log and surface data. Prepared samples and analysis plans. Assisted in computer modeling and data visualization. Organized geologic and hydrologic data. Constructed and maintained "group work in process" web pages.
