Projects included multiple environments encompassing over 88 application enhancement projects worldwide. Built proposals, presentations and negotiated on behalf of IBM on numerous additional business opportunities in addition to management responsibilities.Financial Program Manager, PENTAGON (Secretary of the Air Force) Integrated the formulation, justification, presentation, and execution of all Air Force investment programs to Congress (Over 30 programs totaling more than $35 billion annually). Led internal annual budget reviews of AF programs identifying savings of over $1 billion in this role. Member of Acquisition Reform Team identifying over $17 billion in Life-Cycle cost avoidance/savings. Became the single focal point for all technical and financial matters pertaining to Space and Test & Evaluation valued at over $5 billion annually. Program Manager, Global Positioning System (GPS) Led & directed activities of 40+ professional engineers and technical personnel for the developing the GPS acquisition strategy, regularly briefed senior military/industry leaders on visions & process. Generated technical requirements, determining budgeting constraints, planning acquisition approach, and developing an overall source selection approach for the $2B program. Chief, GPS Payload Operations Division Led 40-person contractor, consultant engineers, and joint military team that processed, launched, and resolved on-orbit anomalies. Responsible for successfully achieving the highest satellite launch rate worldwide and delivered a GPS worldwide system ahead of schedule. Team Chief, Contractor Management Systems Evaluation Served as Team Chief leading teams of 10-20 members evaluating 20+ management systems for compliance with AF, DoD and NASA. Program Manager, Cost Analysis Systems Software Development Performed as Program Manager & COTR for design, development, test & evaluation of cost analysis software that became the standard analysis tool for the AF, DoD and DoT. Project Manager/ Cost Analysis Officer Oversaw the delivery of 50 B-1B aircraft, responsible for determining proper progress payment values on a monthly basis for the $13+ billion production and $1.5 billion R&D programs.
