William Carleton’s Expertise • Responsible for the self-performance and third-party O&M services across four states • Supervised and increased the long-term effectiveness and efficiency of the processes and policies related to the operations, maintenance and safety of our solar plants supporting NRG’s organizational mission, sustainability goals and commitment to excellence • Overhauled the existing training program and established a comprehensive technician training program that included both academic and on the job training through job performance measures and job qualification standards targeted at our different levels of technicians and skill sets • Designed and developed an analytical cost comparison tool for PV equipment selection that will integrate O&M cost savings and operating experience into the design and upfront equipment selection by the development team • Revamped and streamlined the new project O&M cost modeling tool establishing consistent practices and the ability to recognize areas of cost savings in our Operations and Maintenance Bids. • Established and managed a complete procedural program for an 800 Mega Watt simple cycle power plant including but not limited to procedures on North American Electric Reliability Corporation Reliability Standards, Operations, Maintenance, Emergency Response and Administrative Procedures improving plant operation and safety of all plant operators • Designed, developed and implemented a mechanical and electrical planned maintenance program for the worlds largest solar thermal power plant and 4 - 200 Mega Watt simple cycle power plants, improving the efficiency and performance of the plants • Created an extensive renewable energy training program that included detailed sections on Basic Electrical Theory, Instrumentation, Plant Equipment, Print Reading, Safety, Power Plant Reliability and Regulation Standards, and real-time data and events management infrastructure software improving the knowledge base of countless renewable energy employees • Developed, implemented and instituted a complete safety program in compliance with all applicable OSHA and other regulatory standards for two developing solar companies which laid the foundation for their safety policies • Designed, programmed and implemented an extensive photovoltaic commissioning program in compliance with all applicable ASTM and IEEE standards that included excel visual basic testing sheets, electrical testing procedures, performance and capacity testing procedures and an implementation plan laying the groundwork for safe, efficient and thorough commissioning of a photovoltaic solar site. • Responsible for the planning and scheduling of all maintenance activities for some of the world’s largest PV solar plants including Agua Caliente (290 MW), Topaz (550 MW) and AVSR (230 MW), along with several smaller plants in California, Arizona, and Nevada. Most of these large plants are still coming online incrementally, which necessitates my skills to coordinate heavily between the maintenance, operations, commissioning and construction teams. • Helped to implement new scheduling software AKWIRE, that leverages the Maximo CMMS system continually improving the process for scheduling maintenance in the ever-changing renewable energy world. • Personally instructed and supervised 12 Nuclear Operators, in all maintenance of electrical distribution equipment, including switchgear, generators and auxiliary system motors/controllers that are associated with a nuclear power plant. • Preventive maintenance coordinator for over 740 planned maintenance actions resulting in sustained maximum equipment operation. • Performed maintenance on all electrical distribution equipment and auxiliary system equipment following rigorous quality control standards minimizing operational impact and increasing productivity • Requisitioned and managed over 500,000 dollars in repair parts maintaining equipment in the highest state of readiness.
